Fubara Commissions Phase One of Greater TAF City Housing Estate

Governor of Rivers State, Sir Siminalayi Fubara, has commissioned Phase One of the Greater TAF City Housing Estate, a project aimed at providing affordable housing for middle-income earners and decongesting Port Harcourt.


The development is being carried out under the Greater Port Harcourt City Development Authority (GPHCDA) as part of a broader plan to deliver 20,000 housing units across the state.


At the commissioning ceremony on Monday, December 15, 2025, Governor Fubara described the project as a bold initiative conceived during a challenging period of his administration. He stated, “This was an idea that faced challenges no other development has ever faced in Rivers State. We are all aware of the history surrounding the Greater Port Harcourt City Development Authority and the acquisition of land by previous administrations to move development from the city centre to other areas.”


The Governor noted that over 90 litigations from individuals claiming land ownership and alleging non-payment of compensation initially threatened the project. He added, “It was a deliberate ploy to frustrate this vision and endanger the welfare of our people.”


Governor Fubara said the commissioning of Phase One, which delivers 1,000 housing units, demonstrates the administration’s commitment to the larger plan of 20,000 units. “Today marks not just the delivery of the first phase, but proof that the vision of 1,000 housing units is real. This project is for middle-income earners and represents a major step in moving development from the city centre to this axis,” he said.


He urged land allottees to accelerate development, stressing there was no justification for delays, and commended Greater TAF Nigeria Limited, the private sector partner, assuring that the state government would continue to support the completion of all planned units. “You should understand the person you are dealing with. We are committed, determined, and the interest of Rivers State is above personal interest. This is just the beginning,” he added.


The Managing Director and CEO of Greater TAF Nigeria Limited, Mustapha Njie, thanked the Governor for his leadership, saying, “Your Excellency, you championed this partnership, and today we are not just delivering houses but fulfilling the promise made to the people. Last year in Zanzibar, the African Union for Housing Finance recognized this project as the most innovative PPP in affordable housing in Africa.”


The Acting Administrator of GPHCDA, Barrister Bennett Chu, described the 20,000 affordable homes initiative as a legacy project that has become reality, offering hope to low- and middle-income earners. He expressed gratitude to Governor Fubara for entrusting the Authority with the project’s supervision.


In his welcome address, Chairman of Ikwerre Local Government Area, Hon. Wobodo Charles, praised Governor Fubara for his consistent presence and commitment to people-focused projects, noting his multiple visits to the council area in the past two weeks to flag off and commission projects as a demonstration of care for the residents.
